Borough Council

Multi-service business cases

This Borough Council had approved a business case to set up a trading company and the plan was to use the company as a marketing and sales vehicle, selling excess capacity across a range of services.

Challenge

Having identified a number of services that they felt had 'spare' capacity that could be sold, the Council wanted detailed business cases for each. They required each case to show:
  • the size, scale and location of the market (both in Borough and in surrounding areas).
  • a robust evaluation of the commercial landscape, including a competitor analysis.
  • a clear definition of the product propositions.
  • an evaluation of current operational readiness and future requirements.
  • a five-year projected profit and loss account.

Value

CGT Consulting produced three business cases - for grounds maintenance, environmental health and community alarms services - to meet the Council' specifications. These were produced in collaboration with the Councils operational manager to ensure 'buy-in' - particularly in relation to projected operational capacity.

The client Council integrated our business cases into their overall strategic commercial plan in order to create a consolidated picture of the potential vale of all activities encompassed by their commercial activities.
